Joran is Senior Director at Local Partnerships, overseeing the Data & Analytics team, which he established in 2019. The team provides data driven tools, insight and analytical capability in areas such as energy and commercialisation to councils and central government departments. Joran further provides strategic advice on data transformation and data-enabled decision making.

Beyond data, Joran has over 15 years’ experience in advising government organisations on strategic, commercial and financial matters in areas such as in- and outsourcing, efficiency and alternative delivery model design. This notably includes supporting the recent establishment of a renewable energy development company for Welsh Government. Prior to Local Partnerships Joran has worked for PwC Corporate Finance, Liberata UK, Thompson Financial and Credit Suisse.

Joran is a Chartered Financial Analyst and holds a MA in Business Economics and an LLM in Dutch Law from the Free University Amsterdam.
